Job Summary

The mandate of the Chief Nuclear Officer is to lead a team of Engineers in the delivery of projects that support the management and reduction of the fuel and waste liability. The scope covers, but is not limited to, used fuel and waste management projects to deliver the mandate of ERM. The lifecycle management of these liabilities has been defined and structured in a way that enables individual inventories to be addressed and discrete scopes to be progressed as part of the integrated strategy.

The projects include concept development, engineering, safety analysis and licensing, technical procurement, construction/installation, commissioning and occasionally defined operational work scopes.

Working through a dedicated team, the Chief Nuclear Officer is responsible for managing the delivery of specific project scopes to meet schedule, cost, quality and safety objectives to the full satisfaction of customers. This involves planning, executing, controlling, and closing out of the projects.

DUTIES

  • Managing the delivery of high-risk projects to meet schedule, cost, quality, and safety objectives to the full satisfaction of customers. This involves planning, executing, controlling, and closing out projects. High risk projects are characterized as having many work packages and interfaces to manage, with mostly standard terms and conditions, but more extensive safety and licensing requirements involving internal and external regulatory interactions, spanning multiple years (typically 4 or more years in duration).
  • Ensures integration of the project is managed within the program strategy.
  • Using good knowledge of business and management principles, leads the project planning, budgeting, and resource allocation, through discussions with internal clients to define the scope of the project, deliverables, and timing.
  • Assembles a project team including the involvement of project planning coordinators to cost the specific components of the project based on work package breakdown.
  • Identifies project scope of work and determines project priorities and division of responsibilities
  • Reviews the project with the Project Team and regularly meets with the Project Team for updates on deliverables against plan.
  • Motivates team members to meet quality, scope, and cost constraints.
  • Leads the delivery of the project scope and the management of risk. This includes proper management of deliverables within estimated timeframe and notifying management of issues, which could potentially impact the cost, and timing of the project.
  • Establishes and administers project budgets and schedules and approves changes to scope of work within project management guidelines.
  • Manages and reports on project performance to clients, management, and other stakeholders.
  • Recommends approval of procurement requisitions.
  • Participates in the interviewing of project staff in conjunction with functional managers; and
  • Leads the ongoing delivery of project objectives including setting project related performance objectives, providing regular feedback and guidance to project staff, and potentially making recommendations concerning the training and appraisal (performance evaluation) of staff assigned to the project.
  • Ensures the project is managed in compliance with the client’s procedures.

 

Qualifications

The ideal Chief Nuclear Officer has a PhD in Nuclear Engineering or Science from a university of recognized standing and, membership in an Engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization or, an alternative qualification is a certificate from the Project Management Institute “Project Management Professional”.

The Chief Nuclear Officer is required to have knowledge and experience in safely delivering scopes of work associated with managing a high hazard source term. Experience working with international organizations such as the IAEA across global nuclear sites to enable shared best practices at our clients site implementing safeguards under Comprehensive Safeguards Agreements (CSA), CSA with SQP, Item Specific Safeguards Agreements and Voluntary Offer Safeguards.

The Chief Nuclear Officer is required to have knowledge and experience in safely delivering discrete scopes of work which are part of an integrated program strategy.  Hands on experience in managing complex projects for nuclear sites such as advanced R&D centres with scope of activities and oversight for the entire nuclear fuel cycle.

A Good knowledge of the Client’s project safety/design/risk review and approval processes in relation to their application on high-risk projects is required.

The Chief Nuclear Officer has a general knowledge and awareness of federal licensing requirements, nuclear codes and standards and environmental regulations and standards and their application to the high-risk projects that they are leading.
  

Skills/Competencies Include

  • Proven ability to successfully apply project planning, monitoring and control techniques, as well as accurately estimate resource and budgetary requirements
  • Proven track record for managing efficient cost and schedule performance and quality of deliverables for contracted services for large projects
  • Demonstrated ability to lead diverse teams of professional employees, consultants, and contractors
  • Consistently demonstrated ability to work independently, handle deadline pressures, and effectively escalate project issues.
  • Demonstrated expertise in business systems analysis, technology-appropriate integration/deployment/development methodologies, and analysis and design techniques as applied over the entire lifecycle of an information system
  • Strong knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Developing/leading the execution of Project Plans.
  • Defining scope of activities, setting priorities, evaluating, and managing risks and monitoring performance
  • Organizing the work and activities of a moderate number of resources to accomplish project deliverables in accordance with project expectations.
  • Nurturing and maintaining constructive and cooperative working relationships with a moderate number of internal and some external contacts.
  • Building and sustaining moderately sized teams
  • A thorough knowledge of business and management principles involved in project planning, budgeting and resource allocation, leadership techniques, and coordination of resources.
  • Good knowledge and demonstrated experience in application of negotiation skills.
  • Good knowledge and demonstrated experience in application of contract administration and construction oversight to effectively manage the output of external suppliers.
